This article addresses critical issues regarding students' access to textbooks, curriculum materials, equipment, and technology. Using California as a case, it reviews the importance of these instructional materials to education, generally, and in the context of current standards-based education policies. Based on data from a variety of sources, we find that textbooks, curriculum materials, and technology are educationally important and that the consequences of not having them are particularly harsh in a high-stakes, standards-based education system. We also find that many California students do not have the numbers or quality of textbooks, curriculum materials, and technology that they require to meet the content standards the state has set. Compounding the problem, shortages and poor quality of textbooks and instructional materials often exist in concert with other problematic school conditions -- staffing shortages, facilities in disrepair, and overcrowding. Schools serving English learners and low-income students are most affected by shortages. A third set of findings details how actions by the state have either contributed to or failed to prevent students' lack of access to textbooks, curriculum materials, and technology. Finally, considering California's own policies and those in other states, we conclude that California does have policy options that would be far more likely to ensure that all students have the texts and materials they need and/or detect and correct problems in the supply and quality of texts and materials when they occur.

BackgroundSchool-based health centers (SBHCs) are ideal settings to address social needs of youth and families. Case managers can play a vital role in social care interventions.MethodsWe piloted a program to incorporate a Case Manager into the care team of 1 SBHC serving 2 local schools with over 900 students and their surrounding communities. This project's purpose was to evaluate program feasibility, utilization, and acceptability. Our mixed-methods evaluation included analyses of data from electronic health records, client satisfaction surveys, and staff interviews.ResultsDuring the 6-month pilot, the Case Manager served 133 clients (about one third of all SBHC clients served) through 593 contacts. Most contacts included referrals to support services (90%) and 37% addressed newcomer immigrant adjustment. All 37 respondents to the satisfaction survey during the 3-month administration period (44% response rate) reported that the Case Manager made them feel comfortable asking for help; 95% reported getting the help they needed. The 7 SBHC staff interviewed shared many program benefits, including increased time for clinical services.Implications for school health policy, practice, and equityInequities in children's health and educational achievement are influenced by structural factors. Results from our pilot program demonstrate that SBHCs may be well-positioned to deliver social care interventions and that case managers enhance the ability to deliver quality care.ConclusionsSchool-based programs to address unmet social needs are critical to supporting learning and wellness for all youth. Robust studies are needed to further test the impacts of case management in SBHCs.

The two studies reported on in this paper examine the features of words that distinguish students’ performances on vocabulary assessments as a means of understanding what contributes to the ease or difficulty of vocabulary knowledge. The two studies differ in the type of assessment, the types of words that were studied, and the grade levels and population considered. In the first study, an assessment of words that can be expected to appear with at least moderate frequency at particular levels of text was administered to students in grades 2 through 12. The second study considered the responses of fourth- and fifth-grade students, including English learners, to words that teachers had identified as challenging for those grade levels. The effects of the same set of word features on students’ vocabulary knowledge were examined in both studies: predicted appearances of a word and its immediate morphological family members, number of letters and syllables, dispersion across content areas, polysemy, part of speech, age of acquisition, and concreteness. The data consisted of the proportion of students who answered an item correctly. In the first study, frequency of a word’s appearance in written English and age of acquisition predicted students’ performances. In the second study, age of acquisition was again critical but so too were word length, number of syllables, and concreteness. Word location (which was confounded by word frequency) also proved to be a predictor of performance. Findings are discussed in relation to how they can inform curriculum, instruction, and research.

Vocabulary instruction is a critical component of language and literacy lessons, yet few studies have examined the nature and extent of vocabulary activities in early elementary classrooms. We explored vocabulary activities during reading lessons using video observations in a sample of 2nd- and 3rd-grade students (n = 228) and their teachers (n = 38). Teachers spent more time in vocabulary activities than has been previously observed. In the fall, 28% of their literacy block was devoted to vocabulary in 2nd grade and 38% in 3rd grade. Our findings suggest that vocabulary activities were most likely to take place prior to reading a text—teachers rarely followed-up initial vocabulary activities after text reading. Analysis of teachers’ discourse moves showed more instructional comments and short-answer questions than other moves; students most frequently engaged in participating talk, such as providing short, simple answers to questions. Students engaged in significantly more talk during vocabulary activities (including generative talk such as initiating an idea) in the spring of 3rd grade than the spring of 2rd grade. These data contribute descriptive information about how teachers engage their students in vocabulary learning during the early elementary years. We discuss implications for practice and future research directions.

Abstract: Students who are engaged writers are likely to produce better writing and to enjoy writing more than students who are disengaged writers. Yet, we are unaware of any existing tool that validly and reliably measures writing engagement. In this article, we describe what writing engagement is and why it is important. Then, we present the Writing Engagement Scale, a valid and reliable tool for measuring writing engagement, and outline how teachers can use this tool to better inform writing instruction in their classrooms.

Diversity work remains one of the most critical, yet complicated and contentious efforts in higher education. To promote transformative institutional change, a university in California, United States developed an innovative, federally funded community-building model designed to institutionalize diversity efforts. As part of this model, a cross-sectional climate survey was administered in 2010, 2014, and 2018 to learn more about perceptions of campus diversity-oriented work. We present a qualitative, Critical Race Theory analysis of faculty and graduate student responses to the open-ended question, “What do you think we should know about diversity at [this university]?” These data offer a window into a unique period of American history when politics were, and continue to be, especially contentious and social inequality was, and is, at the forefront of American consciousness. We conclude with respondent-inspired suggestions for moving higher education toward social justice.

Abstract: The college-educated are more likely to vote than are those with less education. Prior research suggests that the effect of college attendance on voting operates directly, by increasing an individual’s interest and engagement in politics through social networks or human capital accumulation. College may also increase voting indirectly by leading to degree attainment and increasing socioeconomic status, thus facilitating political participation. However, few studies have empirically tested these direct and indirect pathways or examined how these effects vary across individuals. To bridge this gap, we employ a nonparametric causal mediation analysis to examine the total, direct, and indirect effects of college attendance on voting and how these effects differ across individuals with different propensities of attending college. Using data from the 1979 and 1997 cohorts of National Longitudinal Surveys of Youth, we find large direct effects of college on self-reported voting and comparably smaller indirect effects that operate through degree completion and socioeconomic attainment. We find the largest impact of college on voting for individuals unlikely to attend, a pattern due primarily to heterogeneity in the direct effect of college. Our findings suggest that civic returns to college are not contingent upon degree completion or socioeconomic returns. An exclusive focus on the economic returns to college can mask the broader societal benefits of expanding higher education to disadvantaged youth.

BackgroundAdolescent behaviors and academic outcomes are thought to be shaped by school climate. We sought to identify longitudinal associations between school climate measures and downstream health and academic outcomes.MethodsData from a longitudinal survey of public high school students in Los Angeles were analyzed. Eleventh-grade health and academic outcomes (dependent variables, eg, substance use, delinquency, risky sex, bullying, standardized exams, college matriculation), were modeled as a function of 10th-grade school climate measures (independent variables: institutional environment, student-teacher relationships, disciplinary style), controlling for baseline outcome measures and student/parental covariates.ResultsThe 1114 student respondents (87.8% retention), were 46% male, 90% Latinx, 87% born in the United States, and 40% native English speakers. Greater school order and teacher respect for students were associated with lower odds of multiple high risk behaviors including 30-day alcohol use (odds ratio [OR] 0.81; 95% confidence interval [CI] [0.72, 0.92] and OR 0.73; [0.62, 0.85]) and 30-day cannabis use (OR 0.74; [0.59, 0.91] and OR 0.76; [0.63, 0.92]). Neglectful disciplinary style was associated with multiple poor health and academic outcomes while permissive disciplinary style was associated with favorable academic outcomes.Implications for school health policy, practice, and equitySchool health practitioners may prospectively leverage school environment, teacher-student relationships, and disciplinary style to promote health and learning.ConclusionsOur findings identify specific modifiable aspects of the school environment with critical implications for life course health.

The aim of the review study is to reflect on key trends in the process of transformation of primary education in the Czech Republic after the 1989 Velvet Revolution. The major milestones in the transformation process in terms of education policy are reflected upon. The core of the study is an analysis of the changes to primary education in the reality of school practice, including the most significant innovative approaches. The study concludes with an evaluation of the development of Czech primary education in the context of international trends and with reflection on the prospects for its further development.

This article reports from a study of what messages concerning industry–society–environment are communicated to secondary students when they participate in webinars with representatives from the petrochemical industry. The webinars are conceptualised as part of an arena for governing science education and the messages as companion meanings. Empirically, the study is set in a context of online webinars on the topic of careers in the petrochemical industry. The webinars target students across the European Union (EU). The analysis reveals two main themes of companion meanings concerning what relations between industry–society–environment are communicated: a) the petrochemical industry as safeguarding modern life, and b) the petrochemical industry as essential for the solving of environmental problems. The companion meanings conveyed are not at all neutral but instead a means to influence the attitudes and choices of young people. The themes are discussed in relation to the overall democracy and citizenship aims of education. That the webinars claim to address the topic of careers and that they are part of an initiative sanctioned by a governmental authority (the EU) might contribute to teachers and students lowering their guard in relation to potentially biased messages. Since the late 1980s, school curriculum revisions in Japan have sought to promote capabilities and dispositions that transcend subject boundaries and are often labelled 'competencies' in international curricular discourse. This study examines policy documents over the period, showing how Japanese policymakers have sought to navigate pressures internal and external to Japan. It argues that tension between competencies and subject domains in the OECD's PISA surveys enabled both attacks on Japan's so-called yutori (relaxed) curriculum revision of 1998–1999, and subsequent responses by Japan's Ministry of Education and Science. Analysis indicates that curriculum reform in Japan has moved from a 'competency-added' revision in 1998–1999 towards a 'competency-integrated' revision in 2017–2018; the latter seeks to resolve the tension between competencies and subject content by developing broader capabilities through distinctive approaches offered by different subjects. The term 'governance' is one of the most widely applied concepts in education policy and research. Yet its meaning has changed over space and time both analytically and normatively. This history is a complicated one marked by both shifts and continuations in the politics of language and the development of unique intellectual histories and conceptual and empirical turns in the field of education. In this paper we systematically delineate the different meanings ascribed to governance within education with a focus on its polyvalence as a political project, empirical object and research analytic. Specifically, we highlight the various complementarities and tensions flowing from this rich and evolving language. We conclude by calling for more education researchers to reflect on this complicated history and attendant language as part of their framings and interpretations of governance. We investigate the sub-networks involved in education policy in Israel in recent years, using Mixed Methods Social Networks Analysis – drawn from combined analysis of qualitative and quantitative data. Our objective was to comprehensively explore the Israeli education policy network to deliver an understanding of its structure, actors, and relationships. Our research offers a descriptive, analytical, and interpretive account of the contemporary Israeli education policy sector, including the actors involved, central policy sub-networks and organizations, and their relationships. We analyze dependence relations within the sub-networks using Resource Dependency Theory and Policy Networks Typology. Our findings contribute to understanding the dynamics of Israeli education policy networks and their perceived influence on policy-making and enactment processes. To the international field of educational policy-related research, we introduce a novel category of policy network actors, previously unaddressed as a distinct type. We have termed this category 'Ethos networks' to characterize this group of actors and elaborate on its significance within the field. In the countries that receive aid from donor agencies, the educational policymaking process is not straightforward because the power and interest of donors contradict with national contexts. This qualitative study aims to investigate how educational policy decisions in Nepal, a country that receives foreign aid for its educational projects, are made. Drawing on the Habermasian conceptualisation of deliberative democracy, I theorise that educational policy decisions are made either through deliberation or decisionism. An analysis of interviews conducted with educational policymakers of Nepal found that policymaking in Nepal follows decisionism in which the representatives of foreign aid agencies are more dominant than national bureaucrats. Even though Nepali bureaucrats and political leaders are involved in the decision-making process, rational interactions do not happen because they want to fulfil their personal interests by endorsing the decisions determined by the donors. This study concludes that because of decisionism, neocolonialism, and dysfunctional policy sphere, teachers, students, parents, and community people are excluded in the decision-making process. The findings are significant not only for understanding the lack of deliberation in the policymaking process but also for improving the educational praxis of aid-recipient countries like Nepal. Dual language education programs have become increasingly popular among elementary schools across the country. These programs are touted to represent a promise of a more equitable education for children whose parents are immigrants or whose first languages are not English. Nonetheless, these programs are also known to have appeal to monolingual English speaking families who would like their children to learn another language. Schools across the United States are starting dual language programs and recruiting teachers that have credentials to teach in these newly developed classes. However, less attention has been paid to how parents and teachers react when a new bilingual program is implemented in their schools and classrooms. In this article, we address the perceptions of teachers and parents in a newly established dual language program where the majority of students were of Brazilian origin and spoke Portuguese. Focusing on the variables that can affect both academic achievement and the well‐being of students has been crucial for their development, making schools effective and designing educational policy as well as curriculum. The study has aimed to investigate the effect of peer bullying on academic achievement and to determine moderators in the relationship between these two terms by using TIMSS (The Trends in International Mathematics and Science Study) and PIRLS (Progress in International Reading Literacy Study) data through the meta‐analysis method. Based on seven international survey data sets from TIMSS (2003, 2007, 2011, and 2015) and PIRLS (2006, 2011, and 2016), the current research has focused on 793 independent findings, including 3,503,005 students in 77 countries. In the analysis process, the mean effect size was measured by using the coefficient of standardized means (Cohen's d) based on the random effect model. In addition, the significance of the moderator variables was calculated by using the Q statistic. The findings of the study revealed that peer bullying had a significant effect on academic achievement, and in this effect, grades of the students and course types played moderator roles, while the culture of the countries was not a moderator. It could be concluded that the effect of peer relationships not only on the social development of students but also on their academic performance should not be ignored. Practitioner Points: Exposure to peer bullying has a significant impact on student's academic achievement.The academic achievement of fourth‐grade victim students is affected more negatively when compared to eighth‐grade victim students.The effect size of peer bullying on achievement in the reading course is the biggest among other effect sizes on achievement in science and mathematics courses. The present study explored the teachers' self‐efficacy patterns and perceived personal accomplishment in the coronavirus disease 2019 pandemic teaching environment. The current sample included in‐service teachers (n = 393) representing 36 states across the United States. We explored whether teacher efficacy variables (i.e., engagement efficacy, instruction efficacy, and classroom management) predict their perceived personal accomplishment. Also, based on the clustering analysis, we explored how teachers' different self‐efficacy patterns related to their perceived personal accomplishment. The results indicate that teacher efficacy strongly predicted their personal accomplishment levels and show insightful implications on how to support teachers to recover well‐being in a post‐pandemic learning environment. Practitioner points: Three self‐efficacy components of teachers (i.e., engagement efficacy, instructional efficacy, and self‐confidence in classroom management) influenced their percieved personal accomplishment in different ways.During the pandemic teaching period, teachers' high engagement efficacy can compensate for limited teaching confidence; similarly, stronger teaching confidence can counterbalance the impact of reduced engagement efficacy.To increase teachers' positive perceptions of their jobs and restore emotional well‐being, a shift in educational policy is required, one that supports enhancing teachers' self‐efficacy in the post‐COVID‐19 era. This editorial discusses the issue of teacher shortages and attrition in the post-pandemic era and the role of teacher educators in policy development to address this problem. It emphasizes the need for teacher educators to engage in holistic policy development to ensure equal access to quality educators for all learners. The editorial proposes the 5Ps of holistic policy development: purpose, process, plan, and pointers, as a way forward for addressing the challenges in teacher education. It also highlights the importance of inclusive processes and local buy-in in implementing systemic level policies and the need to consider diverse cultural perspectives in teacher education policy. The text raises questions about who should control standards and how they should be implemented, highlighting the tensions between control and professional freedom in the teaching profession. The authors argue for a holistic approach to policy development that considers the unique contexts and needs of each jurisdiction. The text concludes by calling on teacher educators to actively engage in holistic policy development to address the challenges of unfinished learning and educator resignations in the post-COVID-19 era. The history of the people, problems, and politics surrounding the establishment of federal special education policy is rich with useful illustrations for advocates and educators. As the 50th anniversary of IDEA approaches, we use a historical perspective to consider how the promise of the law – to ensure access to a free appropriate public education for students with disabilities – is advanced through rational inquiry, the exercise of democracy, and specially designed instruction that prepares young people for living dignified and productive lives. Youth work's informal and youth-centred nature raises challenges for evaluation, challenges that are intensified by the growing dominance of measurement, market values and surveillance in the context of the neoliberal restructuring of youth services. This article builds on Griffiths' (2012, Why Joy in Education Is an Issue for Socially Just Policies. Journal of Education Policy 27 (5): 655–670) philosophical argument for valuing the intrinsic contribution of education, thus conceptualising evaluation as encompassing more than measuring outcomes. It reports the findings of a three-year qualitative study in eight open youth work settings in England that investigated the perspectives of 143 young people, youth workers and policy makers on evaluation in youth work. While young people and youth workers had often participated in evaluations they found meaningful, some approaches to impact measurement were experienced as too formal, intrusive, insensitive and burdensome. The article argues that evaluation and accountability processes must be practice-informed, youth-centred, and anti-oppressive. It recommends the participatory and collaborative development of diverse methods and approaches to evaluation that 'capture the magic' of youth work while enabling further reflection and development of practice. This paper is based on findings of a study that examined challenges to innovation and the greening of economies identified by businesses, TVET institutions, and other organisations with the aim to formulate options for strategic actions to increase 'sustainable competitiveness' of Hong Kong SAR, China as measured by The Global Sustainable Competitiveness Index (GSCI). This article focuses on Hong Kong but refers to Denmark (one of the Nordic countries participated in the study) as it scores much higher than China on the GSCI. The assumption of this study is that Denmark's experience can help formulate policies and the strategic actions required for building sustainable development (SD) solutions for economic green growth through innovation and skills development in Hong Kong. The study used a qualitative methodology. Data was collected through desk-top research and interviews with stakeholders from both settings. The results identified a clear distinction between innovation and greening in terms of education and skills, the business sectors involved, support modalities (policies), investment, as well as culture in both Denmark and Hong Kong SAR. Despite the very different approaches to innovation and variations in both industry structure and the environment for training and skills development, the challenges to industry and their implications for TVET in terms of greening and innovation were found to be very similar in the two contexts. Thus, contrary to the study's assumptions, this article discusses the similar policy responses to these 'green' challenges for both contexts, as well as recommended policy goals and strategic actions with implications for TVET that can support green innovation in both settings. AbstractJust over a decade on from a spike of interest in Jacques Rancière’s writing within educational philosophy and theory, I revisit his interventions on democracy and education to make the case for (re)engaging with Rancière’s writing now to address important questions about contemporary education policy, the role of schools in democratic societies and public debate over the curriculum. Specifically, I argue that Rancière’s interventions on the Platonism that characterises both ‘progressive’ and ‘traditional’ arguments about school curricula in such contexts offer a vital tool for understanding the shifts in education policy and educational debate that animate our current political moment. Building on work that has applied Rancière’s writing to analyse neoliberal education policy, I argue that Rancière’s writing provides a distinctive analytical lens for interpreting a recent shift towards neo-conservative education policy agendas, and the imbrication of schools within the ‘culture-wars’ that characterise the contemporary political landscape in several national settings. Taking recent policies concerned with the teaching of values in England as an example, I argue that a Rancierian perspective on such policy is helpful for revitalising research concerned with education and the role of public schooling in societies that wish to maintain some claim to democracy. Thomas Babington Macaulay's 1835 minute on Indian education is widely held to be representative of the views which underpinned the English East India Company's replacement of Persian with English as the official language of administration in India in 1837, and the promotion of English and Indian vernacular languages as part of colonial educational policy. Yet, it is often overlooked that Macaulay failed to even mention Persian in his condemnation of "oriental learning", focusing his attention solely on the shortcomings of Sanskrit and Arabic. Macaulay's omission of Persian is telling: despite its centrality to Mughal rule and the political transactions of the East India Company alike, Persian did not fit easily into emergent colonial formulations regarding Indian languages and their relationships with particular locales, ethnicities and religions. Through an examination of colonial discussions regarding Indian education, this article argues that the complicated, often contradictory, status of Persian in educational discourse allowed the language to elude definitive categorisation and to survive in government schools and colleges during the nineteenth century. It further suggests that as multilingual cultures were formalised and reconfigured within the domain of colonial education, the continued presence of Persian alongside vernaculars such as Urdu, Hindi, and Bengali at colonial institutions both shaped – and disturbed – their identification as viable modern languages. This paper describes the Berlin Abitur examination in the twentieth century and its written documentation in files. By the late nineteenth century, the Abitur examination was fully established in Prussia and with it a graduation certificate that was obligatory for university entrance. Thus, the Abitur examination was part of the modern state entitlement system and an instrument to establish the state education monopoly. Thereafter, in every secondary school a new file was compiled for each class that took the exam every year. The resulting records provide a unique insight into the history of examination procedures. This article seeks to discuss the question of the Abitur files being simply products of bureaucratisation and rationalisation of examination practices at secondary schools, and the extent to which there was a ritualisation of the examination on paper. Schooling is a critical topic in Myanmar's socio-political discourse that involves multiple interests and actors. Different stakeholders deploy schools for various ends, such as the training of workers, cultural subjugation, identity preservation, religious imposition, political propagation and social control. This article identifies the main stakeholders and traces their strategies for pursuing their interests across the development of schooling. Against the backdrop of curriculum reform in Norway, this article presents a study of teacher involvement and influence in national curriculum making through participation in official commentary processes. Education policy documents presented teacher involvement in the reform as essential to the legitimacy and ownership of the curriculum in schools, but a central question in this study is whether involvement in the process also means influence over the final curriculum. The study focuses on a central new element of the curriculum, the interdisciplinary topic democracy and citizenship, and analyses how teachers influenced the content of the new curriculum. Qualitative document analysis and reflexive thematic analysis were applied to curriculum drafts, responses to an official commentary process, and the final curriculum. The analysis shows that teachers' opinions were backgrounded throughout the development process, while the content suggested by educational experts was foregrounded. In the final curriculum, the teachers' suggestions for content were omitted. The findings may have consequences for future reforms as well as for curriculum interpretation and operationalization in schools. [ABSTRACT FROM AUTHOR]

In recent years, a number of states in the United States have enacted educational policies, often referred to as "critical race theory" bans, that aim to restrict teaching about race and racism in schools. This study examines how current and future elementary literacy educators interpreted and intended to respond to one such law in Tennessee. Drawing theoretically on policy sociology and critical race theory policy analysis, we qualitatively analyzed data generated in focus groups with 18 prospective and practicing teachers. Our findings illustrate the restrictive effects of the policy on elementary literacy instruction, caused partially by teachers interpreting the policy as substantially impeding their ability to engage students in critically reading, writing, and talking about race and racism. Further, findings demonstrate how this new policy intersected with and exacerbated existing curricular constraints in elementary literacy classrooms, including developmental discourses and neoliberal standardization, reinforcing normative whiteness by producing further impediments to elementary literacy instruction as a space to develop critical consciousness about race. This study contributes to emerging literature on the effects of divisive concepts legislation, as well as situating this current legislative wave within existing policy contexts of restriction. Research has shown that English language proficiency (ELP) plays a crucial role in the psychological well-being of international students (e.g. Li et al., Journal of International Students, 4(4), 301-313, 2014). However, few studies have reported positive correlations between their improved English skills and well-being. The present study examines how a new pedagogy called personalised autonomous (PA) model can induce a virtuous cycle in international PhD students to enhance their English language proficiency and consequently, their well-being. We collected both quantitative and qualitative data from two groups of students: those who experienced the PA model in a course entitled Personalised English Language Enhancement (PELE) and those who did not. We conducted surveys at the beginning and end of the term to compare entry and exit data. Comparison of the entry and exit survey data for PELE students showed significant improvements across almost all dependent variables including self-efficacy, well-being and a sense of belonging to the university community. In contrast, the non-PELE students did not significantly improve in any variable. In focus groups, students indicated how their improved communicative confidence sparked a virtuous cycle leading to greater well-being and a stronger sense of community. Our data strongly suggests that ELP extends beyond mere linguistic ability; it embodies a dynamic interplay between one's language skills and their self-confidence. Diminished confidence may trigger a vicious cycle of fear of communication, unwillingness to engage, unproductive research, and estranged relationships with supervisors. Purpose: We examine the ways state education agency (SEA) and local education agency (LEA) leaders interpret and use educational policy to guide the provision of services for multilingual students classified as English learners (ELs) in their contexts. Our inquiry focuses on the external factors leaders describe that either enable or constrain their ability to interpret and implement policies designed to expand equity for EL students. Research Method: We conduct semi-structured interviews with 17 SEA and LEA leaders across three states. We use an interview-based approach to understand how educational leaders leverage policy to guide EL services in their states and districts. Findings: Three external factors (resources to serve EL students, networks to share EL expertise, and concrete policy monitoring and guidance from the state) interact with leaders' individual understandings of and approaches to policy implementation to shape the ultimate degree to which equity is enabled or constrained for EL students in their contexts. Implications: Educational policy intends to provide SEA and LEA leaders with guidance to expand equity for ELs. However, our study suggests that the degree to which these policies expand equity for ELs in practice depends not only on the leader's understanding of the policy, but also their access to resources, human capital, and professional networks. SEA and LEA leaders that take a deep, transformative approach to implementation may partner to assess how SEAs can create external conditions that help to expand equity for ELs. We collected narratives from five undergraduates who identified as either in the process of or had formerly transitioned from one gender to another while enrolled in a postsecondary institution. We used a narrative life story protocol to explore the greater context of participants as individuals. Participant stories focused on: the importance of relationships including roommates, friends, romantic partners, and role models; their experiences during enrollment, and institutional structures such as campus environments, faculty, and staff. We found the presence of health services focused on trans students' needs and a trans-specific student organization contributed to perceptions of an affirming campus. We also found that gender binary norms still impacted participants through their struggle to align with cisnormative practices. Implications for higher education educators and administrators include proper training of faculty and staff on trans issues and the need to systemically address practices and policies rooted in the gender binary. This study argues that the long-standing difficulties in addressing educational disadvantage point to the need to change the analytical categories used and takes territoriality as an analytical lens to explore how students perceive their place in the world. The study presents the results of a qualitative study investigating how 222 14–19-year-old vocational education students in Italy, France and Greece perceive a scenario of possibility. The results from reflexive cartographies and elicitation interviews show that a significant percentage of students with similar socio-economic characteristics have difficulty imagining and narrating scenarios about their possible future selves, and that there are similar themes and patterns in all three countries. The article argues that the above findings reveal hidden forms of vulnerability that impact on students' academic trajectories and concludes by pointing out the analytical value and policy implications of the above findings in discussing educational disadvantage. Academic cheating is a pervasive problem in many universities globally. The present double-blind randomized controlled field experiment tested whether reminding university students about academic dishonesty sanction policies would reduce their cheating in an actual exam. Students were assigned to either a Sanction Reminder or a No Reminder condition. Results showed a significant condition effect: Fewer students in the Sanction Reminder condition cheated than in the No Reminder condition; among those who cheated, males and females did not differ in their extent of cheating in the No Reminder condition but in the Reminder condition, male students cheated to a lesser extent than females. These findings suggest that sanction reminder, a widely used academic integrity practice, may indeed have its utility to promote academic honesty in exams. Further, they suggest that to reduce cheating on exams, one does not need to use methods that are overtly explicit and elaborate. A brief, subtle, and simple reminder would suffice. Our research also illustrates the importance of conducting well-controlled field behavioral research to evaluate the effectiveness of commonly implemented educational practices to ascertain that they indeed serve their designed pedagogical purposes to promote optimal learning. Pedagogical reform is an institutional change that involves revising the rules of the game in practice, the legitimacy of which depends on political and legislative contexts. In the context of Myanmar's experience transitioning into a democratic society, this study discusses the changes in theoretical equilibria concerning pedagogical practices with reference to the changes in the links between the national regime, education policies, and teacher preference about practices. As the country transitioned from a junta to a civilian government, education policies became more democratised. However, the coup d'état of February 2021 could retract these changes. International large-scale assessments have gained much attention since the beginning of the twenty-first century, influencing education legislation in many countries. This includes Spain, where they have been used by successive governments to justify education policy change. Unfortunately, there was a problem with the PISA 2018 reading scores for this country, meaning the OECD refused to initially release the results. Therefore, in this paper we attempt to estimate the likely PISA 2018 reading scores for Spain, and for each region within. The figure finally published by the OECD for Spain – in terms of reading scores – was 476.5 points, which is between the lower and upper bound of the interval we find (475 to 483 test points in 2018). Additionally, we report some robustness checks for the OCED countries participating in PISA 2018, which show that the difference between the actual scores and the ones we found with the imputation methods are quite close. The language and cultural priorities in Australian Indigenous education have been priority areas since the inaugural national Indigenous education policy was launched in 1989. For over thirty years, these priorities have sat awkwardly in the largely non-Indigenous teaching profession and classroom teachers continue to struggle with how to embed these priorities into the education process, despite the efforts of Australian Curriculum, Assessment and Reporting Authority and their elaborations for application at curriculum and practice levels. In this article, I suggest that these language and cultural priorities are at cross-purposes with education priorities, and neither have helped to curb the demise of our Indigenous languages nor improved Indigenous students' educational outcomes.
